Historical background
Thanks to my friend and dedicated historical interpreter, Kyle Jenks, who portrays President James Madison as a member of a historical reenacting troupe, the actual "breakup" language was written by Richard Henry Lee.
According to the National Archives, "On June 7, 1776, Richard Henry Lee introduced a resolution 'that these united colonies are and of right ought to be free and independent states . . .'"
