This image of the American flag billowing in the wind was designed by artist Carl Paulson for the U.S. Treasury Department. First issued in March and April of 1942, this image quickly became one of the most widely displayed posters of the war, appearing in more than 30,000 locations nationwide. Due to its impact, the Treasury reissued it again in July 1942 and in 1943.
The slogan “We can… we will… we must!” draws directly from President Franklin D. Roosevelt’s fireside chat urging greater support for Britain in its fight against Germany. The full line—“I say that this can be done; it must be done; and it will be done”—captured the resolve of the moment and the urgency of mobilizing the nation.
