Volume I follows his early life, rise in New York politics, New Deal administration, and campaign for a third term. Volume II examines his wartime presidency, including Lend-Lease, Pearl Harbor, Allied strategy, domestic politics, and his final months in office. Both volumes include bibliographies and indexes.
